The Step1 User created this page and then APPROVED their work.  It enters the approval queues of both the Step 2 and Step 3 User.

The Step 2 User APPROVES Step 1 User's work.

The Step 3 User REJECTS Step 2 User's approval - item is placed back in Step 2 User's approval queue.  Step 1 User can REVIEW the rejected item but they can't EDIT it.

The Step 2 User edits the item to correct the reason for its rejection and APPROVES it again.

The Step 3 User PUBLISHES the item.
